Extending the monitor protocol with settings support

My suggestion is to make oscam able to manage it's own config files. Means read _and_ write access. Additional I suggest more commands on the monitor port. A simple interface could look as follow:


set -r <readername> -p mhz -v 600 (Set or add this parameter)
del -r <readername> -p mhz        (remove this parameter)
-r = reader (could be -u for user -s for server etc.)
-p = parameter to set
-v = value for parameter


add -u <username> (Adduser)
rem -u <username> (Remove User)
ban -u <username> (Block user)
nab -u <username> (unblock user)


srv -c reload (reload configs)
srv -c savecfg (save config to files)
srv -r <readername> (reset reader)

The serveranswers could be an echo of the command with a leading ok/nok

The advances are:
1) Settings changeable while running oscam without restart
2) Settings changeable over crypted monitorport without FTP or other access to filesystem
