wrong provider id when read 0603

its may be ok but osacm last version 5690 read jazeera card 0603 with wrong provider list as active providers: 4 (111a6f,007c00,007c00,007c00) but before week it was read them as 000000,000001,000002,000003
no error when cccam connect but when generaic newcamd connect its get
