blockemm-g -> no EMMs at all on VIACESS cards

Issue Description

If set blockemm-g =1 in reader with viaccess card, then SHARED EMMs are blocked also.

When the issue occurs

can't reproduce same problem with #6400 (official version, I have just added debug of blocknano values)

The ticket has insufficient information to be sure,
but this sounds like another case of dvbapi filtering not working
when oscam functions as a client for a card server
and uses the cccam protocol.

I have patched my own oscam and since then it has been working fine on two cards
which previously refused to update or
I will not provide this patch, as I cannot be sure it will not affect
other use cases badly. It is not clear if the problem is on the server
or on the client.

Should there be some interest from the oscam developers in fixing this problem,
they are free to contact me.

This is not a bug, global EMMs are used to reassemble viaaccess EMMs and if you block them it is normal that no EMMs would be accepted by your card.
