Issue Description

Oscam only requests ECM's for cards shown in the entitlements of the cacheex mode 1 proxy reader. But not only for those cards cache can be available, so every request should go to the cacheex mode 1 proxy readers to check it's availability.

When the issue occurs

With every cacheex mode 1 proxy reader.

How the issue is reproducable

Create a connection between 2 Oscam instances, share 0 cards but enable mode 1 cacheex. Cacheex won't work.
