Cacheex 3 (filtered with CAIDs) in camd35 and local cards for a cccam peer

Issue Description

If you put a filter in a cacheex 3 reader in camd35 with CAIDs (for example (09CD,0604), the clients connected in cccam will have see as local 2 new cards (in this case 09CD,0604). If you put more CAIDs in a cacheex reader all the cccam peers will see as much local card as the CAIDs that you have put in the filter. Normally the cccam user shouldn't see these CAIDs as local card, but only the real cards.

Always if you put a CAIDs filter on a cachex 3 reader in camd35

How the issue is reproducable

Put CAIDs filter in a reader cacheex3 and check on ccam peer connected to the oscam.
