Issue Description
mgcamd or cccam terminal users attached to an Oscam proxy with a newcamd or cccam reader experiences glitches and havy random freezes. It occurs havily with 09CD cards. If the users are attached directly to the first Oscam, the problem doesn't occur. Only if the users are attached to the second Oscam it does.

How the issue is reproducable
using Oscam as a newcamd or cccam proxy with a remote 09CD card.
<Don't forget to ATTACH (NOT post here as text) a log file of oscam in debug mode (start oscam with -d255) and to remove the brackets around the fields! Otherwise, your ticket will be closed as you seem to be unable to read.>

forgot to write that changing the fallback timeout changes the ECM times. For example if the fallback timeout is 2500ms, at some point, randomly, the users will get 2534ms latency ECM response. If I lower to 800ms the users will get 834ms ECMs.
