Issue Description

[cccam] disconnected: reason rto
in all oscam from version 8112 and above.
I mannually rolled back in 8238 the changes that exist in 8112 and no more rto message reappeared.

When the issue occurs

Contstantly cccam server peers connect and disconnect if keep alive is enabled. If keep alive is off after 1st disconnect with rto goes into deep sleep.

How the issue is reproducable

I can confirm issue on r8238.
In my oscam.conf <keepconnected = 0> is set, and in oscam.user <keepalive = 0> is set in every [user] section as well.
Connects and dissconnects clients constantly appear.

higher then 30 before it was 30min as default now its 30s, so change the value to 1800
