Issue Description
Cache-ex is not respecting the groups.
When the issue occurs
on cache ex - mod1
How the issue is reproducable
create two Mod1 readers, add group1 to reader A and group 2 to reader B.
add a new user with group 2, when a ECM request comes in, requests go to both reader A and B.

sorry that was a typo- 10068....
issue exists on latest version as well i have just tested...
