Issue Description

Column "Groups" did not show up in userconfig.html, unless at least one user has assigned 3 Groups or more. If users had only assigned one or two Groups the Column is missing.

When the issue occurs

always when the users have less than 3 Groups assigned

How the issue is reproducable

Just assign all users one or two Groups and open userconfig.html -> No "Groups" Column
Assign at least one user 3 Groups or more --> "Groups" Column is visible

I'm using r11209 and I have no more than 2 groups in userconfig and have no problems at all! Its displayed corectly allso if I setup more then 2 groups. Maybe browser related? Try with chrome!

Delete all tpl files.

No TPL present. Used Chrome & FF...
Will try to reproduce this on another Server.
