Issue Description
Make the various sections in the BUI screen context aware

Request for improving BUI/web interface to reduce making errors in the oscam setup and reduce complexity
Example:
The 'Readers Services Settings' should not be used when load balancer is switched on.
So this section in the reader config screen should be blanked out when load balancer is active, with a line in the reader config screen mentioning why.
Other example, there are a lot of settings in the reader setup screen that are only applicable when using a local card, so when using a remote reader, these settings should not be visible.
Other example, only show cccam settings when cccam protocol is active ( port specified in cccam config screen). Also if there are interdependencies between various cccam settings, only show them when applicable.
If options are not show, replace them with a line indicating which option needs to be used to enable a certain section on a config screen.
The 'Readers Services Settings' should not be used when load balancer is switched on? WTH! Not true! You have misconfiguration and thats for sure true!
