Issue Description
Consider one has Fallback Readers we want to use as rare as possible. Currently loadbalancer will always ask minimum 1 fallback reader, but it is not necessary.
Instead of selecting 1 normal and 1 fallback; allow to select 2 normal readers.
I included a patch that corrects the behaviour
