Issue Description

detect_seca_nagra_tunneled_card= 0 <= should be the default

When the issue occurs

Random, during init but also after days or even weeks.
And on random Seca 0100 cards.

How the issue is reproducable

I have 1 very old card that does it often, on newer cards you have to wait and hope it does.

Not all Seca cards have tunneled Nagra and 0100 6A/C doe not use it but if the function is enabled the card can fail to init, go OFF or shows ERROR.

The solution is to not detect it on those cards, then they init perfectly all the time.

This part should exclude Card 0100 and Provid 6A / 6C

if(seca_version == 10) check for nagra smartcard (seca3)

Then the issue should be solved in my humble opinion.

if you use the smartcard in SECA Mode,
you don't need : detect_seca_nagra_tunneled_card= 0/1/2 ;
else if you use it in NAGRA Mode the parameter is needed ;
....

I understand, but it's enabled by default.
However some old Seca3 cards with card-id 0100 and provider ID 00006A and 00006C will fail once it reports detected.
The card locks up and won't reset, a restart of PCSCD is needed and solmetimes the card must be taken out to get it working again.

In my opinion this tunnel-detection should be disabled by default for these providers.
